We presume that Sheng's intentions are that all future trunk lines should be constituted as railways of the Imperial Government, instead of allowing each section to be owned and operated by the authorities of the provinces through which it passes. It can scarcely be expected, however, that this proposal should be made retrospective. Mr. Addis has been informed in reply to his enquiries that, in my opinion, His Majesty's Government would probably entertain no objection to the scheme.
